For starters ALT and TITLE are not tags when you are talking about page elements.  They are called attributes.  The TITLE &quot;TAG&quot; defines the name you see on the top left of your browser.

The ALT attribute is used in the IMG tag and the TITLE attribute is used in the AHREF TABLE and FORM tags.
